Laser Safety Program

 

The Office for Research Safety has begun the process of developing a safety and compliance program for lasers. The program has two primary purposes. First, we need to identify, register, train the users of, and generally ensure regulatory compliance for higher-powered lasers in classes 3b and 4. Second, we want to develop safety guidelines and other resources that will help the users of all laser systems.

 

The University is registered with the state as a laser installation and we must comply with regulations that were finalized in 2001. All class 1, 2, 2a, and 3a laser systems are exempt from the requirements provided they are maintained in those classifications throughout their useful lives. Here are some of the things we have to do for the class 3b and 4 systems on campus:

·        appoint a laser safety officer,

·        identify all class 3b and 4 systems, register them individually, and report information such as make and model, serial number, output power, wavelength, and class,

·        develop written operating and safety procedures,

·        provide for initial and annual in-service training for everyone who uses them, and require demonstration of competence, and

·        establish and post controlled areas, and perform hazard evaluations before using lasers.

 

In addition, class 3b and 4 lasers must be operated at all times under the direct supervision or control of an experienced, trained operator. Unattended use is permitted only when appropriate control measures have been implemented and training has been provided. There are exposure level limitations, requirements for protective equipment including eyewear, engineering controls that limit access to the beam, and warning systems. Specialty systems such as medical, optical fiber communication, and laser light show systems have additional requirements. We expect that individuals who supervise or control class 3b and 4 systems will develop and maintain standard operating procedures that comply with the regulations. An appendix to the regulations provides sample SOPS.

 

The Laser Institute of America (see http://www.laserinstitute.org/) is "the professional membership society dedicated to fostering lasers, laser applications and safety worldwide." They offer a wide range of safety products and services and are a good source for obtaining a copy of ANSI Z136.5, Safe Use of Lasers in Educational Institutions. Identify the class of your laser systems today; ORS will initiate a survey in the coming weeks.
